Unformatted Document Text:  2 Abstract Ethnes, fiscs, and electoral rules: The determinants of party-system inflation We consider the incentives politicians face both to “go national” (forming alliances across district lines) and to “go regional” (concentrating on local strengths). The ethnes, fiscs, and electoral rules of our title come into play as key independent variables, and we test specific hypotheses about how they should affect party-system inflation (i.e., how much larger the national party system is than the average local party system). The basic idea is that regional parties co-evolve with aspects of their environments. They both seek electoral rules that benefit them and thrive when such rules are in place. They both seek fiscal decentralization and batten off it. They both provide the local services that maintain patterns of ethnic regional settlement (a la Tiebout) and arise to cater to existing geo-ethnic concentrations. Given these mutually reinforcing relationships, party-system inflation is predicted to increase with ethnic regionalization, fiscal decentralization, and favorable electoral rules.
