Thus, while Iran continues to provide political, military, and ideological support for
Hezbollah and arguably remains its principal sponsor, the nature of that support has changed in response to shifts in the internal factional balance among Iran’s ruling clergy. Those shifts, in turn, have clearly been in the direction of a more open, pluralistic polity that places cooperation rather than conflict at the center of its foreign policy. This contrasts markedly with the radical Islamist ideology that dominated the revolution from the U.S. hostage crisis until 1989, and emphasized a monopoly on the interpretation of Islam as well as conflict with what was deemed to be illegitimate regimes throughout the region. Contrary to the opinion expressed by some members of this administration and others, this difference is not trivial; indeed, there clearly are moderates in Iran today, and their fate will have much to do with Iran’s political and foreign policy behavior.
