Many fear a catastrophic HIV/AIDS crisis awaits Russia unless the Russian government makes the struggle against HIV/AIDS a top policy priority. Based on survey data and individual and focus group interviews with Russian health officials and health care workers who deal with HIV/AIDS, we conclude the case for prioritizing HIV/AIDS will find little resonance in Russia. HIV/AIDS is perceived to be just one aspect of the broader health crisis, and the health crisis is just one among many other crises that have befallen Russian society during the last decade. This perception is reinforced by uncertainty about the disease’s prevalence in Russia, the preponderance of intravenous drug users among Russian PLWHA, satisfaction with the government’s current policies, and skepticism regarding efforts to increase policymakers’ concerns about HIV/AIDS. Accordingly, the HIV/AIDS campaign in Russia should be integrated into a broader strategy to address Russia’s health crisis in all its aspects. 1 The research reported herein was supported by a grant from the Bill and Melinda Gates Foundation to the Center for Strategic and International Studies.
