Governing the Nation, Leading the Party: The Party Politics of President Bush's Actions on Stem Cell Research
Unformatted Document Text:  G OVERNING THE  N ATION ,   L EADING THE  P ARTY :  T HE  P ARTY  P OLITICS OF  P RESIDENT  B USH ’ S  A CTIONS ON  S TEM  C ELL  R ESEARCH       Amnon Cavari *   University of Wisconsin—Madison          A BSTRACT   This paper examines President Bush’s actions on stem cell research within the broader  scope of their impact on the party system.  I show that in his political confrontation with the  public, Congress, and Republican leadership in Congress, President Bush sent a clear signal to  the Republican Party, which was picked up by rank-and-file Republicans and translated into a  shared policy preference.  From this standpoint I engage with the debate on the effect of going  public on presidential policy success, and argue that by using the microphones presidents can  influence the political debate through their partisans in the electorate.                                                      *  Earlier versions of this paper were presented at the annual meeting of the Southern Political Science Association in  New Orleans, 2008, the annual meeting of the Midwest Political Science Association in Chicago, 2008, and at the American Politics Workshop at the University of Wisconsin—Madison. I deeply appreciate the comments and suggestions of the discussants at these meetings as well as of Barry Burden, John Coleman, Joshua Cowen, Charles Franklin, Kenneth Mayer, Michael Pissapia, Howard Schweber, Byron Shafer, and Dave Weimer.

BSTRACT
 
This paper examines President Bush’s actions on stem cell research within the broader
