Agricultural Animals and Trade: Paradoxes of Animal Welfare Standards in Global Agri-Food Trade

Abstract:

In recent years agricultural animal welfare standards have increasingly been placed on the agenda of international, regional, and national regulatory and standard setting agencies. For example, in 2005 the World Organization for Animal Health (or OIE) adopted guidelines for the international welfare of domesticated and food animals. The guidelines focus on the transport of animals by sea, land, and air; the slaughter of animals for human consumption; and the killing of animals for disease control purposes. This paper reviews the various international, regional, and national agricultural animal welfare initiatives underway; outlines the political-economic context within which agricultural animal welfare standards are being developed; and finally, drawing on the social studies of science literature, evaluates the implications and inherent paradoxes associated with an increase in agricultural animal welfare standards within a global industrial agri-food system.
