Abstract:

The allocation of funds between levels of government has been an important source of conflict since the formation of the Argentine and Brazilian states. Sometimes, struggles between units led to sharp shifts in the distribution of resources with devastating political and economic impacts. Despite their relevance, these struggles have been understudied. The literature has provided explanations for the decentralization policies in Latin America relying on institutional factors, historical analysis, or individual preferences. However, most of them are inadequate to account for the shifting distribution of resources. My project intends to explain these shifts by looking at the political struggles between levels of government across time. It focuses on key actors, their goals, strategies, and power.
