Policy, Media, and Public Agendas: What Influences the Timing of PAC Contributions? |

Previous research focuses primarily on either exchange models, informational models, or organizational models to explain the motivation for Political Action Committees (PACs) to contribute to congressional candidates. This study provides and tests an agenda model which examines the timing of PAC contributions by simultaneously analyzing the monthly, quarterly, and annual policy agenda, media agenda, and public agenda for three issues over three election cycles. The new model is based on Kingdon’s idea that organized interests become active when policy windows arise and that a desire for policy change is only possible when issues are brought to the attention of voters and legislators. This study identifies issue salience as an important determinant of contribution activity in addition to candidate and PAC related variables. Since PACs ultimately want to affect public policies by either trying to influence policy outcomes or by an attempt to shape election outcomes, the policy agenda is hypothesized to be most influential for PAC allocation decisions. The policy agenda is also the most closely followed agenda in this study, separating the introduction of bills, the number of congressional hearings, and congressional votes. Contributions are expected to rise when the legislature is in session and peak at the time the votes are taken. |
