Abstract:

In this paper I examine the effect of term limits on party strength during the legislative process. I argue that in states with professionalized state legislatures, term limits should have a positive effect on party strength. Further, I posit that in states with less professionalized legislatures, term limits should have no effect on party strength. My statistical results indicate that in states with professionalized legislatures, term limits have a positive effect on the desire to form intra-party coalitions within the legislature. Further, the results indicate that term limits have no effect on the desire to build within party coalitions in states with less professionalized legislatures.
