Publication Type: Conference Paper/Unpublished Manuscript Abstract: The main purpose of this paper is to analyze new institutional and regulatory frameworks, new strategies of industrial policy and state intervention in economy, new governance mechanisms to promote economic development, and new horizontal and vertical forms of economic cooperation between companies in strategic industrial sectors of the Brazilian economy. The promotion of liberalised and deregulated markets in developing economies involves the transfer and diffusion of market and legal models derived in general from practice and theory in developed countries. However, in developing countries, competition and regulatory policies need to ensure economic development. It would be a significant gap in the literature on law and economic development about competition and regulatory policies and their relationship with industrial policy in developing countries. Thus, state intervention in economy should be analyzed in a deeper way in order to understand the complexity of economic development policies. In developing countries, cooperative industrial agreements and state intervention to promote development of strategic industrial sectors might be particularly necessary for the competitiveness in international markets and development of the national economy. Comparative empirical findings and research conclusions on new modes of governance and state intervention to promote industrial development in Brazil will be discussed in order to test the limits of the theoretical framework of mainstream literature on law and economic development.
