Abstract:

Preventing the proliferation of nuclear weapons has been one of the primary expressed goals of U.S. policymakers in the post-Cold Era. In pursuit of this goal, they have used a variety of policy tools ranging from coercion to political and economic inducements. This paper examines how American policymakers have chosen between these various influence tools. While the IR literature suggests that in order to be successful influence tools should be tailored to fit the underlying intentions and interests of the target state, this paper finds that reputational considerations, domestic political considerations, and social conventions have all played a significant role in determining American responses to nuclear proliferation efforts. It concludes that this has helped to undermine the effectiveness of U.S. counterproliferation efforts.

In doing so they have often been faced with challenges from weaker but recalcitrant states: those
effect on the choice of enforcement strategies. Further research it appears is necessary to determine the conditions under which capabilities and domestic politics matter. This appears more important and useful than trying to dismiss such explanations altogether. Above all how- ever this paper suggests that crux of the choice of positive inducements in international order enforcement lies in the definition of the ”offending state.” This labeling process is a political one and is certainly not an objective one.
