Attitudes Towards Gender Roles in the Public Sphere: An Individual and Contextual Level Analysis in 39 Countries |

Gender inequalities have received increased attention over the last century largely due to advances in international women’s movements. While research demonstrates that social, economic, political, and personal indicators at the individual level influence gender role attitudes, less attention has been paid to contextual-level variables. I examine cross-national differences in attitudes towards appropriate gender roles in the public sphere in 39 countries, all with diverse socio-economic, political, and religious backgrounds. Using data from the World Values Survey and international country-level statistics I explore individual-level and contextual-level indicators of gender role attitudes outside of the home. In particular, effects of welfare state effort on gender role attitudes are empirically tested. Measures of the welfare state are found to have a significant, negative effect on the conservatism of gender role attitudes. Increased government spending on social services, as well as policies that support women’s entry into the paid labor force, create more egalitarian attitudes towards gender roles in the public sphere. Additionally, most of the contextual-level variables included in this analysis have a significant effect on attitudes towards gender roles outside of the home. Therefore, I argue that individual-level effects alone cannot account for cross-national differences in attitudes towards gender roles in the public sphere. |
