Abstract:

Research on policy entrepreneurs at the state level has consistently found these political actors to be influential in the innovation and diffusion of state policy by providing funds, building coalitions, defining and disseminating ideas as well as gaining access to policy agendas. However, these studies have traditionally examined only one stage of the innovation process and have relied on ex post survey and interview responses to identify influential policy entrepreneurs and determine how and why they are influential. This study however proposes to examine the impact of the varied institutional arrangements, constitutional powers and environmental constraints faced by 3 US state governors as policy entrepreneurs on charter school legislation throughout the legislative process utilizing charter school legislation. By refocusing the study of policy entrepreneurs to ex ante conditions in the legislative stage, we are better able to understand what conditions make entrepreneurs, specifically governors, more influential as well as provide more complete understanding of the legislative process as a whole.
