Abstract:

This is a systematic examination of a very significant aspect of African cultural system and its implications on juvenile and community justice and development. In this examination, important issues have been raised, adequate efforts were made to exhaust them, and serious lessons were gleaned from the process--lessons that may be too important and too costly to ignore in 21st century comparative criminology.
