Criminal Justice Involved Families in Public Housing: A Collaboration between Family Bodega and New York City Housing Authority |

Criminal justice involvement in public housing is a prickly issue. Housing authorities have discretion to evict residents for criminal activity or based on drug-related conviction of co-residents. Housing Authorities also have the discretion to exclude anyone with a criminal record. Although fearful of eviction, many residents of public housing provide shelter to formerly incarcerated family members and many who are incarcerated plan to return to their families in public housing. This is a considerable conflict given that greater success in reentry is directly related to family support and housing stability. In an effort to learn how best to address the needs of these families, Family Justice Inc. (a national non-profit organization dedicated to strength-based and family-focused efforts to reduce criminal justice involvement) partnered with the New York City Housing Authority to open a direct service center in a public housing development in the East New York/Brownsville neighborhood of Brooklyn. This satellite (called Family Bodega) engages and supports families living in public housing who have a loved one under parole or probation supervision. This paper describes the first few months of this collaboration and describes the evaluation design of the program in regards to its impact on family stability, well-being, perception of public safety within public housing, and how the program may influence best practices within social services provided by public housing. |
