Exploring Inmates’ Likelihood for Reporting Sexual Assaults

Abstract:

The Prison Rape Elimination Act [PREA] established zero-tolerance toward prison sexual assaults and emphasizes investigation of incidents and prosecution of assailants. Enhanced investigation and prosecution requires the cooperation of inmates, victims and nonvictims, in notifying corrections officials. Due to long-standing values within the inmate culture of refusing to cooperate with authorities and staying out of others’ affairs reporting seems unlikely. Utilizing a rape-supportive cultural framework (Brownmiller, 1975; Burt, 1980) as a basis for research, several hundred inmates from different institutions in a southern state prison system answered questionnaire items about their acceptance of rape-supportive beliefs, their own willingness to officially report their own sexual assault, and if they would encourage a friend to officially report his or her sexual assault. Findings impact current efforts of departments of corrections by pointing to specific inmate characteristics and groups that are related to nonreporting and possibly hindering departments’ efforts to investigate and prosecute sexual assaults.
