Types and Characteristics of Juvenile Prostitution in the Criminal Justice System

Abstract:

Juvenile prostitution is an understudied type of child sexual exploitation that can take many forms and which is receiving increased attention because of law enforcement initiatives and growing awareness among child welfare practitioners. Yet, the extent of juvenile prostitution is difficult to measure because it takes an array of forms in which exploiters and youthful victims play a variety of roles, and it involves diverse approaches by law enforcement agencies.

The National Survey of Law Enforcement Responses to Juvenile Prostitution catalogues the types and characteristics of juvenile prostitution cases and measures the prevalence of these cases in a national sample of U.S. federal, state and local law enforcement agencies. Detailed interviews were conducted with investigators about over 100 specific cases. This presentation will discuss the types of cases, including pimps with underage prostitutes; businesses fronting for prostitution; gang-related prostitution; trafficking of underage foreign nationals and U.S. citizens for sexual purposes; street youth engaged in prostitution; other youth who act on their own; child sexual abuse cases where youth are prostituted by family members or other people they know; sex tourism; and commercial child pornography production. It will also provide national estimates of the numbers of cases handled by law enforcement agencies as well as victim and offender characteristics.
