National homeland security initiatives create local governance dilemmas. We conceptualize local policymaking on homeland security issues as collective action problems. Overcoming collective action problems requires the construction of local “performance regimes,” or urban coalitions to ensure sustained cooperation across nested institutions involving both formal intergovernmental agencies and informal institutions. Constructing interest-driven and high performing operational alliances across institutions and jurisdictions are increasingly important public management tasks as federal systems contend with homeland security concerns.
We analyze city performance on homeland security by using DHS 2007 Tactical Interoperable Communications Scorecards data for 48 urban areas. These data provide summary assessments of local interoperability capacity as well as local governance attributes. Regressing DHS funding to localities and governance attributes on local interoperability scores indicates that resources are not sufficient for generating effective local performance. Governance attributes—particularly characteristics of nested institutions—are important intervening factors shaping local performance. |
