In modern societies news media are central to the functioning of the democratic process. How well do the news media do their job of informing the citizenry? How has the performance of the news media changed and on what conditions does this performance depend? This question has gained salience in recent discussions about changes in media ownership and regulatory reform. This paper makes a contribution towards addressing these questions by looking at the history of local news production in the United States between 1890 and 2000.
News workers with an orientation towards a professional mission of public service have been the historical product of the emerging journalistic field at the end of the 19th century – and it is at the point of autonomisation of the field that local journalism was “invented”. The degree to which the media live up to their own orientating values has varied historically. Drawing on evidence across media forms, we find that a strong field supported by ownership diversity and a strong regulatory framework produces a strong orientation towards local reporting with active newsgathering from a diversity of sources. A rise of ownership concentration and a decline of field autonomy, such as in the past 30 years, have produced a decline of the local in journalism. |
