The European Union has taken major strides forward in military crisis management in recent years. Yet, EU member states still remain firmly wedded to national strategic planning as the central forum for security policy-making. The purpose of this paper is to assess to what degree a common security strategy is emerging within EU member states and to what extent EU level decisions are shaping national policy. This paper examines how the level of convergence and divergence in threat perception within the EU impacts on the EU’s ability to forge a common security and defence policy. This study is based on an analysis of the strategic planning of a sample of EU member states – France, German and the United Kingdom. It is posited that the divergence evident in the national security strategies of EU member states is proving a major barrier to the development of the EU’s European Security and Defence Policy. The paper asserts that asymmetric threat perception is responsible for national policy divergence – having a substantial impact on resource distribution and policy direction among EU member states. |
