Abstract:

In a mathematical model of international system that I published in Kybernetes (Vol. 31, Issue 7/8, pp. 1073-1098)I used the mathematical formula of entropy in order to evaluate the degree of structural organization and several main properties of international systems.On the basis of this model I show in the paper that it is probable that the achievement of power equality among the main actors of an international system decreases the international tension regardless of the system's nature (bi-polar or multi-polar).This theoretical conclusion is at the same time consistent with an empirical observation. Two of the most important disarmament/arms limitation agreements between the United States and the former Soviet Union were concluded at the points in time in which the best fitted lines describing the trends of their military expenditures intersect. What means - when each perceived the other as an equal power.
