Civil Society Functions in Peacebuilding: The Case of the Israeli-Palestinian Conflict

Abstract:

Israeli-Palestinian conflict is one of the few conflicts that has brought in an extensive number of civil society actors into play during the last couple of decades. The years following the 1993 Oslo peace agreement introduced a boost in the number of such actors working towards the making and building of peace. Indeed, the conflict has been characterized by many as one that has boosted the “peace industry.” However, despite the immense number of peace promoting actors and their numerous activities towards peace, the Israeli-Palestinian conflict is still far from a stage where we can talk about peace. In addition, the Palestinian society is moving into a period of chaos and “incivility” which further challenges the role of civil society in peacebuilding. This paper will analyze the functions of civil society (both local, regional, and global) in the Israeli-Palestinian conflict following the theoretical framework developed by Paffenholz –Spurk. In line with this theoretical framework, the paper will first explore the context of the conflict and civil society in the Israeli-Palestinian case. Second, the paper will elaborate on how and which civil society functions are used and to what extent the different civil society functions identified by Paffenholz-Spurk are fulfilled by peacebuilding initiatives in the Israeli-Palestinian case. Finally, the paper will present the results of the empirical research with regard to the relevance and effectiveness of these functions.
