The Missing Link between Liberal IR Theory and Realistic Practice: Contributions of the Conflict Resolution Field, Peace Studies and Diplomatic Studies

Abstract:

This paper attempts to incorporate the operational capabilities of the field of conflict resolution (CR), peace studies and diplomatic studies as part of the liberal international relations practice. This aim stems from the following observations: a) Traditionally, the practice of IR has been confined within the limits of security studies discourse, which offers limited options to the practitioners of the international relations; b)While abstract realist theory of IR provides immediate concrete tools to execute daily foreign policies the liberal paradigm seems to offer another set of abstract frameworks. c) The rapidly changing world necessitates systematic frameworks which capture activities and practices of foreign policy behavior of the states in order to make concise assessments of the existing policies or to formulate innovative policies; d) The current literature on CR, peace studies and diplomatic studies enables to make synthesis between the two fields of study i.e., classical IR studies and international conflict resolution. Therefore this paper claims that the field of conflict resolution together with above stated fields could provide concrete tools for daily formulation and execution of liberal foreign policy. For this purpose the paper reviews recent theoretical and practical developments in the field of international relations and conflict resolution and offers a typology and a model (Foreign Policy Circumplex) which illustrates different connecting links between liberal understanding of international relations and a selected body of literature on international conflict resolution, peace studies, and diplomatic studies.
