Abstract: The purpose of this paper is to lay the foundations for an original and critical approach to political reform in the monarchies of the Arabian Peninsula. It examines the fundamental relationships between the uncertainty and the nature of processes of internal political reform (centered on the role of elites) on the one hand, and the constraints of the regional and international environment, on the other. The study of political and institutional reform in the monarchies of the Arabian Peninsula, is centered on the internal and external incentives (and constraints) which determine the strategic choices of elites in order to set the rules governing the practice of power. The meticulous observation of the constant interplay of internal dynamics and external constraints contributes to clarifying the uncertainty affecting reform processes. It also contributes to assess the consequences of the political reform process in terms of internal social dynamics and modification of the balance of power within the institutional systems of GCC member states. Indeed, a complex pattern emerges in which individual domestic actors - new elites and monarchs - exploit the legitimacy of particular international policies as a « two-level» instrument to increase their influence over the domestic politity. The purpose of this paper is to achieve a better understanding of the relationship between the implementation of a “reform industry” (of democratic marketing), and the emergence of a new type of players in the decision-making field of Arab Gulf states. |
