Abstract:

The paper examines several past and ongoing efforts to establish nature conservation areas in Southern Africa. With the transition to majority rule in South Africa, efforts to support protected biodiversity areas in order to enhance sustainable development by expanding ecotourism, while also promoting local or even transnational security, have gathered increased international support. While there are certain controversial aspects associated with the establishment of nature conservation areas, the paper seeks to identify the conditions necessary to ensure that the interests of all involved stakeholders are promoted. The paper describes several different approaches to establish or expand nature conservatories in Kenya, South Africa, and Namibia in order to better understand the pros and cons of private, public, and mix models of managing biodiversity areas. A secondary purpose is to determine the feasibility of establishing new nature conservation in areas that may serve as havens or transit points for Jihadist terrorists in the region. A final purpose is to better understand whether and how the U.S. government could help facilitate the expansion of nature conservation in order to promote sustainable development while also reducing “ungoverned spaces” in the region.
