Abstract:

Recent years have seen renewed attention for the global divide between rich and poor countries, and the role of aid in eliminating this gap. Policy makers calling for a “modern Marshall Plan” underscored the enduring appeal of the program that aided in Europe’s post World War II recovery as analogous to aid for development. Often, the Marshall Plan analogy imbues foreign aid with the optimistic confidence that we can soon create a “world without want”. This paper will focus on how the Marshall Plan analogy has helped to construct a particular conception of the role of aid, especially monetary aid, in development. What does the enduring popularity of the Marshall Plan analogy communicate about our conceptions of the role of aid in development? How do these conceptions structure our relationships with the developing world? What other precedents might have shaped our thinking about aid and development? And how might those have led to a different relationship between rich and poor countries?
