Women Destined to Failure: Policy Implications of the Lack of Proper Mental Health and Addiction Treatment for Female Offenders

Abstract:

In recent years there has been more attention on female offenders and the treatment they are (or are not) receiving. The data presented in this paper is from a needs assessment study conducted with 63 female inmates. The study used four interrelated methods: a demographic survey, the Addiction Severity Index, the Symptoms Checklist 90-R and focus group interviews. The study found that the majority of the women had chronic addiction and mental health problems. More striking however, is the significant and disabling mental health issues these women are experiencing. Sixty percent of the women scored in the at-risk range in terms of the number of symptoms, intensity, and the depth of their psychological distress. A vast majority of the women were experiencing multiple mental health problems as well. Paranoid ideation and psychoticism were the most common symptoms reported. The level of both the women's mental health and addiction problems clearly impacts their personal and social functioning including their ability to parent. The paper concludes with examining pre prison, prison and post-prison programming that addresses the women's needs and reducing the risk of their children also becoming the second or even the third gereration of inmates.
