Abstract:

A random sample of Oregon’s correctional inmates was selected for one-on-one interviews in the 11 prisons. The interviewer asked about the inmate’s involvement with tattooing, IV drug use, body-piercing, and sexual activity in the last year during incarceration. Sexual activity included both consensual relationships and nonconsensual sexual assaults.

The response rate exceeded 95%. There were 236 male respondents; 106 were considered minimum custody and 130 were considered medium/maximum custody. There were 97 female respondents; 55 were considered minimum custody and 42 were considered medium/maximum custody.

Some high-risk behaviors are more pervasive with male inmates: Tattooing (7.3% versus 4.1%) and IV drug use (2.5% versus 1.1%). Body piercing is equally common with male and female inmates (3.3%). Sexual activity is more common with female inmates (6.2% versus 4.7%). Virtually all female sexual activity is considered consensual; about 25% of the sexual activity among male inmates is considered nonconsensual by a participant.

Most of these high-risk behaviors occur in the medium/maximum facilities. At least 75% of the tattooing, about 70% of the body-piercing, 80-85% of the IV drug use, and about 95% of the sexual activity occurs in the medium/maximum facilities.
