SECTION ONE Statement of the Issue In order for teacher education units to discern quality effectively an efficient assessment system should be in place that parallels a systematic process for guiding program coordinators through accountability processes such as NCATE accreditation self-study program reviews institutional accreditation and unit effectiveness reviews. In addition this assessment system and support process for coordinators should be aligned and should include multiple points for data collection and entry/review (Vaughn Everhart Sharpe & Shimmel 2000).
