Strand V. Discerning Quality Discerning quality of teacher candidates is all about measuring and making a difference in P-12 student achievement. Through the TWS seven elements presented in the developmental stages of the preparation program and by analyzing and sharing data teacher preparation programs can improve candidate impact on achievement. Once again in examining student achievement a case has been made for improvements and holding institutions accountable for the success of students whether in higher education or P-12 schools.
