Abstract:

This paper reports initial findings from an NSF-funded study of educational reforms in Philadelphia over the past decade. In the larger study we focus on four types of initiatives over the past decade in Philadelphia: (1) initiatives designed to bring about more effective governance to support standards-based reform, (2) initiatives designed to strengthen curriculum, instruction, academic press, and instructional program coherence within schools, (3) structural/organizational reforms designed to create personalized, supportive, and collegial learning communities with positive teaching and learning climates, and (4) reforms designed to increase teacher and administrator quality and stability. Governance reforms have attracted the most media attention and scholarly research among political scientists, though much educational research suggests that what actually happens inside classrooms is the more powerful predictor of achievement gains. It remains unclear how much changes in governance affect the quality of classroom teaching and student achievement performance. We hypothesize that governance reforms alone will not generate achievement gains, but can only be effective in conjunction with reforms focused on instruction, organization, and teacher/administrator quality. In particular in this paper, we analyze the impact of privatization through the use of educational management organizations (EMOs) to administer schools in Philadelphia, taking account of the structural reforms occurring simultaneously within the district.
