Victim Empowerment and the Criminal Justice System: How Victims Reestablish Control Over Their Lives.

Abstract:

This paper describes a study done with victims of crimes that went through the criminal justice system in three cities of Québec. Victims were interviewed three times during a period of 18 months, in order to measure their empowerment level over time. Qualitative interviews were performed with some victims in the sample, in order to obtain a better understanding of the empowerment process experienced. The goal of the study was to describe the victim empowerment process, and to understand the differences between victims who realize an empowerment process, from those who continue suffering from their victimization in many areas of their life. There will also be a special focus on the impact of the criminal justice system on victim empowerment, that will enabled us to understand the factors within the criminal justice system, which are favorable and unfavorable to the empowerment of victims. Questions relating to victims’ lack of participation, involvment and information during the criminal justice process are raised as possible factors preventing empowerment. Furthermore, the role of the criminal justice system on the process of victim empowerment, will also be questioned in light of our findings.
