Abstract:

Paradoxically, the Constitutional debates within the European Union over defence and security policy, which had seemed fraught with problems in 2002-2003, turned out to be one of the more successful and consensual chapters. Through an empirical analysis of four major constitutional innovations, this paper explains both how and why the EU succeeded where many had predicted failure, and what were the fundamental drivers behind shifts in government policy towards greater cooperation and even integration in this last bastion of sovereignty. The EU, facing major new challenges in terms of military operations, has broken important new ground in grasping the nettle of coordinating military capacity and security policy-making. The findings challenge both major schools of integration theory, neither of which can account for such developments.
