Abstract:

The challenging elections of 2000 triggered electoral reforms across many states, though the scope and depth of these reforms varied widely from state to state. While political scientists have begun to understand the correlates of race, politics, and lost votes in the 2000 election, much less attention has been paid to these relationships and electoral reforms after election 2000. In this paper we examine the role of politics and ethnicity, among other factors, in leading states to pass electoral reform legislation after election 2000. Using state level data from 2001-2002, we find that party competition and minority representation played a key role in the passage of “voter barrier” electoral reforms, while state resources and legislative style played a strong role in the passage of “voting procedures” electoral reforms. Party control and the interaction of party control with racial representation played in general a small role. Overall, we find that different factors are jointly needed to understand the passage of electoral reforms.
