Theorizing is anchored by a focus on the nature of the individual citizen. There follows a normative consideration personal rights namely autonomy and its social corollary equality. The problem of democratic governance is defined accordingly. It is one of crafting institutions that facilitate collective decision-making that is consistent
realized in the facilitation inhibition or reversal of the development of cognition. 10 All this is not to suggest that communication is a wholly self-constituting force and that individuals are simple by products of the communicative structures in which they are articulated. The social dynamic here is more complex. At the same time that communicative structures are in part self-constituting they are also constituted by how it is individuals are capable of engaging one another and following social instruction.
