The Impact of voting Reforms on Ballot Invalidation: A Comparison of the 2000 and 2004 Presidential Elections in Florida

Abstract:

Did the reforms passed by the Florida legislature after the 2000 presidential election reduce the number of invalidated ballots in 2004? Employing a before and after design and regression analysis this research finds that the percent of ballots without a valid vote for president dropped dramatically from almost 3% in 2000 to only .4% 2004. The two voting systems now in use, optical scan with precinct tabulation and DRE (touch screens), both have extremely low rates of invalidation compared to the old punch card systems and optical scan with central tabulation and the small difference between the current systems is not statistically significant. In addition standardizing ballot design to one, column on one page has also significantly reduced the levels of ballot invalidation. Finally a comparison of regression models that include most plausible variables of interest indicates that most of the remaining variance in ballot invalidation in 2004 is primarily attributable to chance in contrast to 2000 when almost 85% of the variance was explained by voting system, confusion, and demographic factors.
