Legislative Organization and the Policymaking Process: The Impact of Women State Legislators on Welfare Policy |

In this paper, I argue that the legislative rules and procedures that define the policymaking process structure the opportunities that are available for a minority of legislators to influence policy. In order to understand how legislative structure mediates the policy influence of a small number of legislators, I develop and test hypotheses related to legislative structure and the influence of legislative minorities on state policy. Using data on state legislatures and state welfare policy, I examine how the political parties and standing committees condition the impact of women state legislators, a minority in all 99 state legislative chambers, on welfare policy. I find that women's participation in small majority parties and on welfare committees, especially when legislative structure provides for independent committees, is significantly related to more liberal state welfare policy. |
