THE 2004 ELECTION: PROPORTIONAL OR DISTRICT ALLOCATION OF ELECTORAL VOTES: WHAT CHANGE IF ANY? ABSTRACT George W. Bush won the 2004 election fair and square no matter how electoral votes are counted. He increased his share of the popular vote dramatically and won more often in Congressional districts than this opponent-John Kerry. Of the 14% of Congressional districts where there was a split between the party of the presidential candidate and congressional winner Bush won 70% of the splits.
