Private Regulatory Systems for Social and Environmental Justice: The Role of the International Federation of Organic Agriculture Movement (IFOAM) in Global Governance

Abstract:

Founded in 1972, the International Federation of Organic Agriculture Movements (IFOAM) is the oldest of the mission driven and stakeholder based social and environmental verification initiatives operating within the context of global corporate social and environmental responsibility today. Organic agriculture is the fastest growing segment of the global food industry, attracting considerable industry interest and government involvement in its regulation. This paper assesses IFOAM's three decades of experience in evolving governance structures, regulatory systems and relationships with governments. It focuses particularly on the problem of evaluating the quality, integrity or credibility of corporate social and environmental initiatives generally. A number of initiatives from different sectors have begun a phase of strategic collaboration through the International Social and Environmental Accreditation and Labelling (ISEAL) Alliance. The ISEAL Alliance is currently seeking to develop objective quality benchmarks that can be used by the member initiatives themselves, by other initiatives and by consumers to differentiate between credible initiatives and sustainability-lite versions. This paper assesses IFOAM and ISEAL in light of the common template of questions organizing the panel, and argues among other things that the private regulatory initiatives will have to thoroughly rethink their relationships to governments.
