The paper defends the emergence of a new cooperation under globalization and international political economy debate, which means 1. different levels of actors envolved (transnationals, NGOs, governments, Civil Society, International Organizations); 2. Institutional frame and global governance approach; and 3. universal values and principles related to the public health (AIDs, Malaria and Tuberculosis); 4. international rules and norms from WTO and WHO. |
