For Men Only? Party System Development, Electoral Reform and the Election of Women to Russian Regional Assemblies

Abstract:

Laws mandating that candidates for Russian regional and
federal legislative assemblies be nominated by political parties,
rather than running as independents, have been passed over the past two
years in an attempt to consolidate the chaotic (and in fact
non-existent) party system. While this may be a positive step for
democracy, it is most likely a setback for women’s representation.
Counter to the general comparative finding that women do better in
electoral systems with party list proportional representation, our
earlier work on the election of women to Russian regional parliaments
showed that women running as independents generally did better in
single member districts than in those with multimember district PR.
Recent elections to regional assemblies provide a test of the
hypothesis that women will be disadvantaged by having to be approved by
party gatekeepers. In the past women could win elections without party
support through local notability and name recognition. With the
requirement of party approval, coupled with the scarcity of resources
for electing candidates and gender bias, men are privileged in party
gatekeeper decisions. Approximately ten regional elections in different
parts of the country have been held since the passage of the new laws
on party nomination, providing an initial database that can be used to
test the hypothesis. Other information from local press accounts of
elections will be also examined for evidence of party calculations in
selecting candidates. If the hypothesis
is supported, it means that Russia continues to buck the worldwide
trend toward improvements in the recruitment of women politicians to
legislative bodies.
