Transportation Logistics at the US-Mexico Border Port: Tracing the Socio-Legal Life of Things in International Commerce |

The transportation of goods across long distances, transportation logistics, is an intricate process that when combined with international trade has significant political, economic, and social implications. Due to these issues international trade is managed through a set of complex regulations that become activated primarily when the commodities cross nation-state borders. In response, related sets of occupations and work specialties have developed to facilitate this process. This paper explores some socio-legal aspects of recent policy changes for the international trucking logistics chain for commodities traveling through the US-Mexico Border Port of Entry at Ambos Nogales.
In the transportation logistics process I believe that people generally approach law and policy as a malleable terrain. However, I believe that the many recent changes in laws affecting border-crossing commerce are prompted by the threat of terrorism and that these present a unique case. I argue that these new policies maintain a privileged position such that they are practiced by affected parties with unquestioned and exact compliance.
In order to examine this topic the perspectives of individuals in several occupational groups related to trucking transportation logistics will be explored. These groups will include truck loaders, truck drivers, 3PL logistics providers, non-profit organizations focusing on international trade, local-level governments, and federal governments. In particular, the policy changes that will be examined are the anticipated opening of the US roads to Mexican truckers, changes to customs brokers reporting requirements, the FAST program, and the CyberPort trial at Ambos Nogales. |
