Schools, Communities and Demographic Change: Organizational Responses to Population Growth and Changes in Racial Composition |

This research project examines how schools respond to demographic changes, particularly to changes in the racial composition of their student body. It concentrates on three areas relating to a school’s ability to undergo institutional or organizational change: responsiveness, capacity and agency. It considers the process of demographic change within a 25-year period as a catalyzing event, wherein shifting racial composition in one community triggers a process of change within individual schools in a district.
Recent demographic data shows that increasing numbers of minority, immigrant, limited-English-speaking, and poor children will need to be served by American public schools in the coming years. This research project will concentrate on one school district in the Midwest that has a large population of Hmong, Mexican and Albanian students. The project utilizes interviews with over 125 educational professionals in thirteen elementary schools, as well as observations of over 100 classrooms in grades PK-5. The study concentrates on policies and programs directed towards immigrant minority students, and particularly, programs for English Language Learners.
The research project tests several propositions regarding the behavior of an organization as it undergoes a change process. The outcome of a change process differs depending on the type of change required, the type of change agents involved, the type of triggering mechanism concerned, and the type of discourse field or social dimension referenced. The project also looks at the intersection of district policy, funding priorities, and state or federal programs like the No Child Left Behind Act, Title I and SAGE programs. |
