Abstract:

Martin Gilens introduced the concept of “race coding” to describe the process by which white Americans’ views of minorities have become associated with “race neutral” public policy areas such as welfare and crime. Gilens’ research reveals the negative stereotype of blacks as ‘lazy’ is the strongest predictor of white opposition to welfare. Building on this body of literature, this paper explores the relationship between white Americans’ racial attitudes and support for public crime policy. In addition to the individual level relationship among race, crime and public policy, this paper examines the community context of public support for crime policy within a macro criminology framework.

1 Racial Attitudes and the Structural Determinants of White Americans’ Support for Crime Policy Research conducted over the past three decades reveals racial attitudes play an important role in shaping public support for race-targeted policies such as affirmative action busing and open housing laws (Sears et al. 1997; Sears 1993).
