State-Level Barriers to Participation: Voter Interest, Electoral Competitiveness and Participation |

Abstract:

We propose that uninterested voters are less likely to respond to the removal of barriers to participation, and demonstrate that a substantial proportion of the public is uninterested in elections. We demonstrate that simple models explain much of the variance in state-level regulations on registration and voting. Barriers at present remain higher in states with more African Americans, and in states with histories of traditional party organizations. A larger barrier to voter participation may be elections themselves: most elections are stunningly uninteresting. We illustrate how non-competitive legislative elections depress voter participation, and discuss how competitive elections might increase voter interest, and by extension, participation. |
