Semi-Presidentialism in Young Democracies

Abstract:

What has been the impact of semi-presidentialism on young democracies? In particular, what have been the effects of semi-presidentialism in terms of both level of democracy and democratic survival in young democracies having adopted this regime type? Despite a rising interest in semi-presidentialism as a regime type, conflicting theoretical claims about its impact on democratization have not previously been rigorously tested, notwithstanding the fact that semi-presidentialism has been adopted by about a quarter of the countries in the world. The paper discusses conflicting claims and adopts a two-pronged approach to address the question of whether the adoption of a constitutional framework that divides power between two executives appears to advance or hinder the survival of a young democracy. A large-n study provides information on the average impact of semi-presidentialism on young democracies, while case studies help investigate the underlying political processes. The statistical results indicate that while semi-presidential young democracies on average do not break down more frequently than other young democracies, they do tend to achieve lower levels of democracy in terms of average Freedom House scores than parliamentary systems. From the case studies it would appear that critics of semi-presidentialism are right in stressing that a dual executive is more likely to further conflict than to enhance the flexibility of a young democracy. However, the case studies show that whether institutionally derived conflict leads to the break-down of democracy is determined by political factors, notably the extent of support provided to the new regime by former authoritarian forces.
