Public Support for Military Operations in Iraq: A Comparative Analysis

Abstract:

This analysis offers a comparative perspective on public support for military operations against Iraq for George H.W. Bush and George W. Bush. This research tests the hypothesis that there are partisan, ideological, and other attitudinal differences in support for the first Gulf War in 1991, which was a defensive war in response to Saddam Hussein’s invasion of Kuwait, and the preemptive war in Iraq led by George W. Bush, justified in the larger context of America’s war on global terrorism.
This comparative analysis relies on individual-level data from ABC News/Washington Post and CBS/New York Times polls obtained from the Inter-University Consortium for Political and Social Research (ICPSR). Using several common dependent variables derived from various polls surrounding the conflicts, a logit model of public support is constructed, and “mean effects” are calculated to determine differences in support for the two presidents. The dependent variable is approval of the way the presidents were handling the situation in Iraq, while the independent variables are overall approval, partisanship, ideology, gender, education, and age.
Conclusions drawn from this analysis show that there were significant changes in attitudes, particularly among women and Democrats, towards U.S. military intervention in Iraq across the contexts of the two conflicts. These results accentuate a shift in the fundamental basis for public support of the presidential war power in the post 9/11 era.
