This paper examines the international activities of American state legislatures. The research indicates that state legislatures in the United States engage in a surprising amount of international activity, including non-binding resolutions, substantive legislation, international travel, and receiving foreign delegations. In the 2001-2002 legislative sessions, approximately 886 bills and resolutions with significant international implications were introduced. Approximately 306 of these were adopted. According to a survey of state legislative research staffs, approximately half of all state legislatures received at least one foreign delegation, and about half of all responding legislatures sent at least one delegation of members abroad in the last session. This level of international activity represents a sizeable increase over the past ten years. In addition, the emphasis of state legislative activity has shifted from trade issues, which were the focus of legislative activity in the 1990s, to an emphasis on terrorism in the post-September 11 era. As in most areas of state policy, however, there is considerable interstate variation in legislatures’ international activities. Some states had virtually no international legislative activity, whereas others, such as California and Texas, were very active. Overall, legislatures averaged 18 bills and resolutions introduced and 6 bills and resolutions passed in the 2001-2002 period. |
