Abstract:

This paper uses panel data and new “over and under” proxy methods for controlling for political culture to estimate the impact of the choice of electoral system on the percentage of a nation’s parliamentarians who are women. Both the data and methods have not been used in this area before, and represent advances in the literature. The average impact of list PR is estimated at between 2 0x1.e115d00000001p-895nd 6 percent-, ranging up to 10138024440nder certain conditions. Mixed PR also shows a significant impact, but at lower substantive levels. These results differ significantly from earlier research in this field.
