Abstract:

The demand for global governance exceeds the supply. This is partly due to the fact that the major international institutions, espeically the UN Security Council and General Assembly, reflect neither the principles of democracy, nor the realities of power. Addressing these inadequacies can be done incrementally, as through UN reforms, or drastically, as is presented in this paper. A Global Directorate is proposed that has as voting members, major states and major regional groupings. All states would be represented through the regional bodies. This captures the vigorous momentum that has been building in regions and coupling it with the reality that some states are very powerful and very important. This new strucuture is evaluated in terms of whether it would contribute to deeper and more dangerous rivalries between regions and between civilizations.
