Publication Type: Conference Paper/Unpublished Manuscript Review Method: Peer Reviewed Abstract: The Partisan Dimension of Economic Development Policy: The Adoption and Expansion of State Enterprise Programs In this paper, we seek to examine how partisan control of state government affects the passage and implementation of economic development policies, specifically enterprise zones? Although considerable scholarly attention has been devoted to assessing the economic impact of enterprise zones, no research has been conducted on why the use of enterprise zones as a tool of state economic development has developed differently across states that use the policy. In this paper, we examine how partisan, institutional, and socio-economic factors affect the passage and implementation of state enterprise zone policies. We hypothesize that greater Democratic control of state government and worsening economic conditions will increase the likelihood that states will enact enterprise zone laws that can potentially benefit low-income communities. However, greater Republican control, less bureaucratic capacity/centralization, and improving economic conditions will lead the state to increase the number of enterprise zones, thereby, undermining the targeting of the program and subsidizing economic development in more affluent areas.
